The problem is that Russia's invasion of Ukraine and the West's response to it have demonstrated that the Nuclear Option is a hollow threat. Putin has not reacted to any of his many red lines being crossed by going nuclear. Ukraine would find themselves in the same situation if they were to develop their own nuclear weapons

Putin knows that his nukes are of most value when he threatens to use them. In this case the arsenal is VERY powerful. It's kept the west scared. That's what the weapons are for. Threats and coercion. Causing dilemmas.

It works for North Korea, Israel, Russia, et al. All of them. It will work for Ukraine also.

I disagree. While Putin's threats may have initially held the US and its allies back, I now think that it's the fear of a break-up of Russia that is keeping the US from giving Ukraine the means and the authority to really drive Russian forces out of Ukraine. Jake Sullivan would prefer that Putin comes to the negotiating table rather than his defenestration.
